An old wives tale says that Kazzars will charge as much as they believe you have on your person, regardless of circumstance. The tale says that once a man was charged all the money on his person in exchange for a way out of the Kazzar Tunnels. This sounds insignificant, except that he was the ruler of one of the smaller nations of the Hedona Empire, before it was formed as such. “All the money on his person” consisted of fully one third of the royal treasury, plus the tithe just recently collected.
